Economic growth, such as by strengthening the degree of innovation and competitiveness of the Polish economy, it should not be defined as an end in itself, but understood as an essential part of the process of raising social well-being. The development of the country, both economically and socially, contributes to the development of social capital, with all its complexity including communication, creativity, social competence, cooperation and participation. It should be emphasized that the defined interaction or network relationships are not simply the sum of individual capabilities and entrepreneurial actions of individuals in a given community. The processes of creating partnerships, empowering the social and economic partners, and the use of structural and investment funds, as indicated in the article, are integral to the analysis of institutional efficiency, institutional change and socioeconomic development to increase the efficiency and effectiveness of public action. The article also includes recommendations for government administration and regional authorities on how to develop the capacity of the social partners within the new 2014-2020 per spective and to stimulate the development of cooperation with the public administration. In addition, the methodology for the creation and operation of partnerships regarding the use of structural and investment funds at regional level was indicated. The application possibilities of the European Innovation Partnerships initiative were also discussed.
